Join our Committee if we are funded! Here is what we are planning to do -- if our proposal is accepted!
First week of October 2025 – The Safe Streets 4 All committee will use social media, flyers and press releases to invite residents of Green Forest and adjacent neighborhoods to participate in monthly meetings to participate in safety planning for the city.
Invitations will be made to the Lions Club, Kiwanis Club, Chamber of Commerce and the Carroll County Hometown Health Coalition and to the school’s student organizations that require members to participate in community service projects and accumulate community service hours, including the Tiger TV Club, the high school Beta Club, the middle school Junior Beta Club, the high school Future Business Leaders of America and the high school Future Farmers of America.
The committee will also advertise for interested civil engineering firms who can work within the budget to create shovel-ready plans to address safety issues which will be identified by in future sessions.
The committee will also research projects of other cities where greenways, sidewalks, pedestrian bridges and tunnels and recommend visits to at least two such projects.
First week of November – During the first monthly meeting, members will be engaged to participate in door-to-door surveys asking the public to vocalize any pedestrian safety concerns. In particular, surveys will canvass the town’s three trailer parks, the low-income housing between the city park and the school, and neighborhoods on the opposite side of the highway from the school.
The committee will make site visits to at least two projects where other cities have addressed safety issues similar to ours.
First week of December – The committee will create an on-line survey that will be publicized in the media, including the 12,700-member Green Forest News & Views page on Facebook.
The committee will also gather traffic fatality and serious injury data to analyze existing conditions and historical trends to provide a baseline level of crashes identify those areas of town where dangerous incidents have occurred. We will examine the location(s) of crashes, the severity, contributing factors, and crash types;
The committee will consider the public’s identification of specific safety needs, such as high-risk road features or specific safety needs of relevant road users. The committee will prepare geospatial identification, designating geographic data using maps of higher risk locations.
The committee will interview engineering firms that have responded to our advertisements. A firm will be recommended to the City Council to create shovel-ready plans.
First week of January – The committee will examine the data gathered from the surveys and traffic data reports. The committee will then identify areas of concern and create a preliminary report detailing those areas of concern.
This preliminary report will be disseminated through the media. The public will be invited to respond to the report either in writing or in person in the February meeting.
First week of February – The committee will hear any members of the public who wish to make in-person responses to the report.
The committee will review any responses submitted in writing.
First week of March – The committee will continue to hear any members of the public. Then the committee will prioritize those areas need remediation.
The list of priorities will be given to the engineering firm that the City Council has hired. The firm will advise the committee regarding how many engineering plans can be addressed within the grant budget. The firm will then begin work on at least one shovel-ready plan for a prioritized area with a goal of addressing at least two prioritized areas.
First weeks of March and April – the committee will review the engineer’s progress and estimates for construction and begin to identify possible funding sources for construction.
First weeks of May and June – the committee will begin preparing proposals to be presented to potential funding sources, including any SS4A Implementation grants, private funding and/or Arkansas Department of Transportation funding that may be available.
First weeks of July, August and September – the committee will continue to address progress of the engineering plan/s and proposed construction budgets. The committee will review any grant-seeking proposals to be submitted.
The committee will formally prepare its findings for a Final Plan appropriate for submission to SS4A for an implementation grant.
